[MC-140234] server-port ignored in server.properties

The server ignores the server-port option specified in server.properties and always starts on port 25565. Using --port as a command line argument works.

Similar issue found by 1.15.1. The server says it starts on the correct port, I use a port checker and it confirms it's open, I use 'localhost' to connect on the same machine and it does not connect. It only functions currently on 25565 port.
