Villager trading tiers possibly broken

In the newly generated, new style villages (and only in those, not in newly generated villages in biomes that have not been changed to the new style yet), villagers don't trade according to their normal tiers.  I know y'all are planning to revamp the trading, but there was nothing in the release notes, and this seems to make little sense, so I am reporting it.

I traded with a farmer who had a pumpkin and a pumpkin pie trade in their first tier, and with a fisherman who had an enchanted rod as their sole tier 1 trade.  Butchers also have cooked meat as their tier 1.
