Illager patrol spawning inside 24 block spawn radius

2nd Player was one who noticed them on my roof as I couldn't locate them thru my windows. 

I can confirm illager patrols are definitely spawning well under their "200" block from village, I've got a world with a wall 100 blocks from village center and three packs spawned in under 2 minutes inside the walls.

Either more clarification on spawn mechanics is required or this is a bug by current definition of the "200 blocks away from a village" as detailed on the minecraft wiki... 

Edit: using 18w50a as my testing version.

Edit 2: added image also note illager has spawned on a half slab, this wall is 49 blocks from a village.

This bug exists in 18w50a. 

Still present in latest snapshot. 19w07a, attached new screenshot of pillager group who spawned within 16 blocks of me, inside a village.

Still present in 19w11b, added another screenshot of patrol who spawned within 10 blocks of the exact center of the village.
