[MC-140728] End Cities much rarer than they used to be

It's sort of hard to really be sure that this is a bug and not just extremely bad luck, however I've flown around the end in several directions, using /locate EndCity and there seem to be almost no end cities spawning, in a radius of over 8000 blocks at times.

Can confirm on both 18w50a and 19w02a.

On newly-generated worlds, cannot locate any end cities, either by flying around or by using the /locate command (all given locations are invalid).

I had to go well part 10000 to find any. Once I got that far the locate command would work though. I created MC-142277 before I saw this one.

I hope this gets fixed. I was lucky enough to get one near 0 0, but obviously I had trouble with the end gateway so I just added /tp command blocks ;/

I edited the region file to set the teleport point for the gate. From 10000, 0 the closest city was 15000, 4500. I haven't seen cities any closer than 4000 or so blocks, but searching is slow.
