[MC-140919] Bell placed on walls don't move when right click on it

The bug

Unlike bells placed on floor or ceiling, when you right click on a bell placed on walls, it doesn't move contratry to bell on floor or ceiling.

Cannot reproduce. Make sure to hit either the left, or right side of the bell. Also make sure not to point your crosshair at the stick the bell is hanging on.

You can right click on the opposite side the bell where the wall is,

Well, in 19w11a, I placed a bell and I wasn't able to ring it at the sides where the stands were.
