Breaking an observer with a bell attached does not break the bell

The bug

When placing a bell on the face of the observer block (front side) and then break the observer block, the bell will be flouting.

It also works to place the bell on other sides but they need to have a block update at the face of the observer to be"activated".
When "activated", the bell's connection with the observer changed to be connected to two sides which means the bell will be flouting after breaking the observer block.
