[MC-141102] End Gateway teleports player to end platform instead of end islands

After defeating the dragon. I pillared up to the end gateway and tossed in a pearl, only to end up back on the obsidian platform rather than on one of the outer islands. I repeated this process multiple times, hitting different points of the gateway's portal block across all four sides, only to be consistently teleported back to the platform.

Yeah, I was playing single player and ran into this, ended up bridging to the outer islands but the cities are not generating! I was island bridging for 4 hours before I created a creative world to cheat and discovered that the End cities weren't actually generating.
