Process crashed with exit code -1073741819

I don't have an old 2 core processor as the other posts for the same crash code have stated (Which is why I'm making my own listing for this bug) my processor is an Intel i7-8700 and I have ran 1.13.2 and even snap shots post 1.13.2 in the past but recently my game started crashing and giving me the exit code 1073741819 additionally the other posts for the same crash code said that they where able to launch game after restarting or going to a previous version. Mine crashes regardless of either of those happening. Also I have uninstalled Minecraft and Java and wiped the %appdata% folder for MC

Update: I also tried using technic launcher for both vanilla and a modpack neither of those worked and crashed on start

Update: I got it to run in 1.12
