I dislike this change. Now I only need to make one pair of armor for everything. No more specific armor sets for things like the wither boss, playing with TNT, etc, thus making preparing for the wither less fun. Additionally, since every individual armor piece is now more valuable (and you no longer have an extra set from the wither), so losing your maxed out armor to lava or whatever will now be much less fun than it already is.
Overall, this change appears to reduce the overall fun levels in the game for no reason, and I recommend that the "works as intended" resolution is reconsidered.

The pre-1.14 armor enchanting system was also pretty unbalanced to be fair (see my next paragraphs to skip the data and see why I believe this). Each level of protection protects against 4% of (basically) all damage, as other protection type enchantments only protect 8% for each level from one form of damage (don't forget that protection against damage for enchantments won't go over 80%). Fire protection protects against 15% of damage for every level on a single piece of armor, and blast protection reduces explosion knockback (or at least it's supposed to) with the same enchantment amplifier bonus as fire protection. Lastly, feather falling protects against 12% of fall damage for every level (but I won't mention or refer to it in my rebuttal unless nessesary. Assume that feather falling is not included when I say "other protection enchantments" unless I state otherwise).

First let's start with normal protection verses other protection enchantments. If a player is wearing a full set of armor with protection 4, it will protect against 64% of almost all damage forms. If you wear protection 4 on one piece of armor and use different protection enchantments on three pieces of armor with two of them having the exact same type of protection enchantment, you will get 16% protection against almost all damage forms, and 48% and 80% protection against blasts, fire, or projectiles. Fire protection also decreases fire by up to 60% when maxed out, giving the player up to 92% protection against fire itself if you already have 80% protection against burning. This bonus of being protected against at least 80% of one type of damage source may be better than what you could get with full protection 4 armor, with at least (roughly) 44% more resistance to that damage source, but you will also suffer a little or a lot (depending on what protection enchantments you select) when it comes to other types of damage (especially magic) compared to just wearing full protection 4 armor, making this bonus almost negligible unless you're only hunting shulkers or have a habit of falling into lava (explosions don't count since they could still be lethal with max blast protection). The new protection combination system completely removes this mentioned problem, since you could add all the protection enchantments to a single piece of armor. If you have an elytra and maxed out armor, you will only lose 8 armor points and a 16% resistance to all damage that cannot be resisted by other protection enchantments and feather falling. Also extra protection type enchantments will become decreasingly helpful as your armor becomes more powerful, which may get to the point that you could wear only two valid pieces of armor to get most protection benefits. This also means that you would only lose 11 armor points and a 32% resistance against all damage (that cannot be resisted by other protection enchantments and feather falling) when wearing only two pieces of maxed armor, an elytra, and a mob head. This makes mob heads more useful because there is little loss in wearing one. This also makes getting back items less stressful because putting on just one of your maxed armor pieces that dropped on the ground will protect you a ton. The most miscellaneous positive aspect is that it made thorns way rarer; good riddance since it's more useless and annoying than bane of arthropods (might as well be changed to a curse and called "shattering" since the sharp pieces of the armor break off and hurt mobs apparently).

I understand that the change may stir up gameplay a little bit by changing the decisions players make when enchanting armor, but it was seriously broken that more "valuable" protection enchantments do no good (except maybe fire protection) since they only protect against one form of damage that is generally uncommon and probably won't protect you to the extent of normal protection. Now having maxed out armor is more balanced because the protection cap will make the enchantments less beneficial as more enchantments are added to armor. Because more enchantments could be added to armor, end cities will be more valuable to explore. Also, you can choose to not have maxed out armor to lose less when losing your items.

TL;DR: The protection enchantments were unbalanced thanks to the pre-1.14 armor enchantment system, and they were correctly fixed even though the execution may have taken small aspects of the game away.

I disagree that the protection enchantment fix/change was bad, but if you want to make suggestions for minecraft you should post it on https://www.reddit.com/r/minecraftsuggestions/ because there is no chance that a developer would change this otherwise, because it's intentional.

Please don't remove this, it fixes pvp by a lot since endercrystals are 1 hit kills and we need blastprotection merged with protection IV, since the enchanting cap still makes it hard to obtain a perfect armor, it will not be in any way broken. This should be a feature!

Even Feather Falling can be applied on other pieces of armor. All protection enchantments do not mutually exclusive anymore.

This bug still exists as of release 1.14. How is it "RESOLVED" ???

Because this is not a bug, but intentional behaviour.

stupid behavior. please fix it. feather falling on a helmet? really? just no. developer got lazy on the details.
