Unbreaking Enchantment doesn't work properly

Cannot Reproduce

There is a bug, as said in the title, that makes unbreakable enchantment useless: tools' uses decrease as a non-enchanted tool does. I have checked different items with this enchantment an it seems like it has no effect on them.
