[MC-142268] Delay from mouse to game

When scrolling on my mouse I expect to change hotbar slot to change per individual rotation on the mouse.

When scrolling it can take multiple attempts to get to the right slot

Yes, however, in testing this with different versions of Minecraft, I have only had this issue in 19w02a
