[MC-142566] Skeleton arrows not working in 1.14 snapshot 19w03b

arrows stop just before hitting you, go through you, or just hit you but do no damage.

I can confirm this the arrows just passed through me and did no damage, but I do take damage from zombies (and probably other meele-based mobs)

Cannot reproduce in 19w03b. Duplicate of MC-142368.

I can't reproduce the arrows getting stuck but projectiles definitely pass through you, that screenshot I posted was taken in 19w03b
