[Server-19w03b] Chunks are not loading and players invisible

Invisible players have been reported here: https://bugs.mojang.com/browse/MC-142521

My main issue is :Chunk does not load on my server, I logged out of the game and logged in again. But I got away from that area and when I came back the bug was re-occurring.
