[MC-142746] Rain does not come out in superflat void worlds

The rain I've summoned inside of a superflat void world was literally prohibited to come out as if it doesn't come out inside of desert biomes.

The "Void" biome does not allow rain.

@Neko while this is true, this is clearly due to failure to remove the tag that allows it to rain when in certain biomes. It does not make sense for it to not rain in a technical biome, especially one designed for command and creative builds.
