Some torches seem to lose 'lighting effect' between server reboots.
Replicate:
place various torches (outside of spawn)
restart Server
Some torches will show effects of being lit, but no light will be emitted. (block light 0)
Environment
Java Edition - Snapshot 19W03C (also occurred in Snapshots 19W02 and higher)
Windows 10 64bit Home
Intel Chipset
Nvidia Gforce 1070 Graphics card
I7 CPU (8th gen)
16GB DDR4 RAM
Private Server - 100% Vanilla
