I'm not quite sure if this is a bug or not, however, I have my villagers' home which is located on the island and the pillagers never spawn here for a raid.

To get a raid you need to kill an illegal patrol leader, found in rare patrols and outposts, then go into the village. For a harder raid kill the leader (the one with the banner) and then let another pick the banner up, then kill that one.
