I can not type the section sign in any GUI including book and quill which we are supposed to be able to use the section sign in.

That sign was never supported by the java edition, as far as I recall. You could never type that and some other characters in-game. That's what NBT-editors were made for. (However, I think Mojang want to add that functionality with 1.14.
