End Citys rarely even spawn, and if they spawn not in the normal distance to the main island, but about 15000 blocks away. Also the "/locate" command shows coordinates like "-272, ~, -272" where no endcity is able to spawn.

The end cities also float most of the time, not spawning on the actualy islands. (they only spawn after around 10k blocks.)
