[MC-143108] Elytras not activating at all

Elytra aren't activating at all. Either when jumping from a high spot or when trying to launch from the ground. Tried in new world and in several older worlds.

Changing dimensions also puts you in unloaded chunks, so going to the end will trigger that bug, and a side effect of that bug is that elytra don't work.
