In some situations, when dust powers off, pistons do not retract, even though they should have received a block update at the same time. (Hence this is not a duplicate of MC-108.) To reproduce:
1. stand on x-178.5, y12, z-1211.5 (other positions work, but I haven't found the pattern yet)
2. put a piston two blocks under you (not facing up) and dirt directly (one block) under you; when standing on the dirt, you should be at the position given in (1)
3. make a trail of dirt heading any which way and cover it in redstone dust
4. put a power source an even number of meters away – e.g. two dust and then a lever
5. toggle the power source a few times
expected behavior: piston extends and retracts
observed behavior: piston extends, but does not retract
In case my text description of the setup above isn't clear, I've attached some screenshots showing the setup and what happens after toggling the lever twice.

The pistons would not have received a block update in the pictured setup.
I believe this to still be a dupe of MC-108 because of technical reasons regarding the behavior of pistons.
While the setup might not be identical, and might be dissimilar, the root cause of the issue is the same between this ticket and MC-108. Both have to deal with the behavior of pistons accepting power from blocks which should not update the piston. Your issue is similar to many of the 162 duplicates that MC-108 has. Of about 7500 total duplicates. And about 13800 total tickets on the tracker.
2.16% of the duplicates on the tracker are of MC-108, and 54.35% of the tickets on the tracker are duplicates and have been closed as such.
In summary, this is a partially well-known and well-experienced issue, but there are currently no plans of fixing it until there is a dedicated BUD block; to fix this bug would deprive the community of a means to BUD.
