World won't load after being closed in version 1.13.2

I want to point out, all my drivers are updated. Saves work on 1.12.2 version and can be loaded with out problem. For some reason old saves crash game, when i create new world, after closing it and loading it again, it crashes a game just like old saves did. 

I can play game till I close world, after trying to load it again, game crashes.(happens only versions 1.13 and above)

I Was browsing through similar bugs, and I didn't found any solutions, problem is
a) brushed under.
b) blamed on drivers
c) blamed on software
d) blamed on hardware.

I don't believe I need to buy brand new pc just to play never version of game, java runs on any machine.
That's why I am making this report. Hopefully someone will take look on this weird situation. And maybe even help.

Is this actually the name of the file? The quotations seem to be causing your game to crash.

I changed locations multiple times problem is still there, but I will change again and See.

ps* 1.12.2 version continues to work both ways.

Hi it's me again, I'm reinstalling windows as desperate measure, I will do report if this worked out or not, wish me luck.

Hi, Sorry I didn't posted crash report, Location I changed was unaccessible in error or something(I'm really sorry I didn't posted bug again), Seemed like It was problem on my part, As I reinstated windows from scratch using microsoft tool's to do so, Problems appeared but I was able to fix them, And Finally minecraft works, so issue is resolved, however, I feel kinda dirty I couldn't fix it with out taking such drastic measures, as I know young minecraft audience may screw stuff up by reproducing my steps. I want to thank you all for attention you paid me 🙂 I hope someone else will find this issue and maybe comment what to do with out needing to reinstall windows.
