This is an old bug but every duplicate that I've seen has been resolved. From previous indications it is because the object spawns under the water and with how object-water floating is now this issue may be a lot worse as the object appears to fling itself or completely stop in its tracks. Fishing in especially deeper water with the side being a block under the surface of water appears to cause the object to stop completely ending in the same spot where the bobber was casted.

We use "duplicate" to describe when a report duplicates another open report describing the same bug. And "clones" when the bug has been reported in the past and was successfully fixed (see Fix Version of MC-125466), but is now happening again.
If the fix was (partially) unsuccessful we reopen the report instead, or if the fix did not happen that long ago, but if both is not the case we clone the report.
This makes it often cleaner because the behavior changed over time and the original description would have to be changed drastically to describe the current behavior.
I see now! Thank you for that explanation! I figured that's what it meant after posting the comment but it's nice to have that confirmed! Was worried that I didn't search around enough! So basically if it were slightly fixed but broken again in a hotfix or minor patch such as 1.0 to 1.0.1 then it would be reopened correct?
I believe I may have misunderstood there was a difference between Duplicates and Clones?
