As stated in the title.
When I throw a tool in enchanting table only level 1 and 3 enchantments show up, leaving the middle one blank.

Can't reproduce it now as well. After placing some bookshelves it "repaired" itself and I guess it was one-time.
BUT there was another issue after placing fishing rod at enchanting table without bookshelves (it started with fishing rod). Before there was no second option, now it doesn't show the possible enchantments (you can't see it, but the cursor is over the second option, it's the same for first - after hovering at third, it showed me the enchantment).
Clearly there is something wrong with enchanting at low levels (without bookshelves), but I can't say what exactly.

Probably rather MC-30730 because the reporter is expecting to see a third enchantment.
