The bug
Bells generate in plains_meeting_point_5 normally the bell should not generate in plains_meeting_point_5 according to the structure block.
Also the bell generate with floor blockstate causing the reopening of MC-140940.

I disagree with the resolution. This ticket tell that the bell generate on this structure it should not while MC-140940 tell that the bell generate with floor blockstate it's not the same.
