Redstone Repeater Texture Error
What I expected to happen was...:
I was planning on placing a Redstone Repeater (when the redstone was active.
What actually happened was...:
I placed it sideways (on accident) and where the second redstone torch sticks up (timer) it turned into a bedrock stick on this top. Redstone will not go through the repeater. It's texture and mechanics are all bugged, this error only happens when the repeater next to the turned repeater is active :light_bulb_on:

Not a bug, expected behaviour.
If feeding input to the side of a repeater with a repeater, the repeater gets Locked in its current State.
So in your case, you locked the repeater in the OFF position (will not turn on until delocked)
It can also be locked in the ON position by powering the repeater and then locking it the way you did. (The repeater will stay on until delocked)
once delocked, a repeater will behave "normally"
This mechanic of repeaters is intended and was introduced in Snapshot 12w42a or Minecraft 1.4.2
