The bug "Tessellating liquid in world: Null Pointer Exception" and its accompanying crash was reported in the changelog to have been fixed in verison 19w07a, but it is not. It can be easily reproduced by creating a world (preferably in Creative for easy travel) and travelling quickly over an ocean biome that is in the process of being generated. The game will often crash and report the same bug.
