The bell moving when being rung is definitely intended. If you mean something different, please leave a comment.
I think I've been able to reproduce what you've described here – this is described in MC-144469. Resolved as a duplicate of that ticket.

when i rung the bell, the world was having lag spikes. Next time i rung a bell, it rung as intended. it could have been that the world was lagy, and that might have caused the bell to judder.
You mean they move after being rung? That sounds like intended behavior.
