Exiting Hoppers Fail To Pass Items Upon World Reload

Hi!

I noticed this behavior on snapshot 19w08a but it also appears to be present in 19w08b.

I have a hopper facing downwards into another hopper, as in the screenshot attached. There are no redstone signals nearby that could prevent the transfer. When upgrading to snapshot 19w08a, after restarting the server, the top hopper will not pass items downwards, not will any of the existing hoppers below it.

If I place a new hopper into the world and point it towards a chest, it works as expected. If I reload the world, the same thing appears to happen. Breaking and replacing the hopper does not fix this issue so I'm guessing it's something to do with the underlying tile entity.

If I downgrade the snapshot back to 19w07a, everything works as expected again.

There is an issue with every type of entity upon world reload. They appear to "freeze" and disappear, and react to nothing except the /kill command. Block entities like hoppers are also affected : furnaces stop working, and you can not open any type of container if you are in anything but spectator mode.

This seems to happen almost exclusively in the very chunk in which the player is upon world reload (or player reconnection in multiplayer). I'm currently looking for similar issues on here to see if any improvements are to be made.
