[MC-144842] Minecarts broke in the snapshots.

Minecarts basically don't turn. They don't even wan't to touch detector rails. They either stop or just go the other way when they encounter them. This isn't much to it really.

Use 19w08b for the snapshot. "Future Version - 1.14+" is reserved for resolving issues as fixed for the next snapshot.
