I wanted to start up a server but my friend said he couldn't join it he put in the IP but it said "Host is down". what does that mean? Please help as soon as possible. I am going to test with 1.14 snapshot 19w08b

This is usually caused by a program blocking the connection in the client, or the configuration not being correct in the server
