Stuttering when walking or flight

When I try to move forward by walking, my character will freeze with every step I take, and force me out of my career. Even when I walk sometimes, it makes me stop and go, and stop and follow almost every second or step I take. My fps is high and I do not have any delay, it just seems to have a problem when I move. It ends up forcing this type of movement very difficult to explain. It is not my computer and it is not my keyboard because even when I change the keys to move in the configuration, I get the same result. In creative mode I can't even fly because holding down jump button to go up will eventually cause my in game character to fall back down I have played this game for a long time, and this has never happened to me, game in 1.13.2, please help me.
