Loading screen appears when joining a world with a resource pack

If I open/close a world with a custom built-in resource pack, the game loading screen pops up.

HOW TO REPRODUCE:
1. Pick any resource pack.
2. Put it in any saves folder, and name it "resources".

3. If you open the world, you should see the Mojang loading screen
