First villager trade staying locked, new tiers not unlocking.

I traded paper to a cartographer until the trade was locked (it was the first tier trade). The new tiers of trades did not unlock even when closing the window and waiting for over an in-game day. Other villager's trading systems seem to be working fine, just this villager that appears to be bugged.
