[MC-145711] POI never registered crash

We updated our survival server from 19w09a to 19w11a today, and we're experiencing constant crashes after 10-20 seconds:

java.lang.IllegalStateException: POI never registered at eu{x, y, z}

A quick fix would be to delete the block at 2727,66,-217 or deleting that chunk. It will at least get your server back online.

Deleting the block at this position does not help cause the coordinates changes every crash...

And deleting the region file is no option for us cause it would destory most of our buildings.

For me: opening a barrel caused this crash
