[MC-145966] Villages Spawn Empty

In many villages in the latest snapshots, many of the buildings are empty and in some rare cases entire villages can spawn empty.

In the screenshot below this village has seven buildings but only two villagers.

I also had an empty village, and all I could say is that I had a stronghold nearby. Can you check if yours also happen to have a stronghold whithin... like, 200 blocks?

I had to start my world over because the villagers do NOT go into the houses during raid, I guess, and die. My villagers disappeared. When I tried a new game with the same seed and newer snapshot, villagers did not spawn.
