Minecarts get stuck on inclines

Minecarts moving along something like the attached rail configurations get stuck. If the minecart has momentum, it'll get stuck at the top. If you just place the minecart down anywhere, it won't move. This problem does not occur when there is another flat rail after the incline which runs into a block; then, the minecart bounces back down like it should. You can still push the minecart back down, and it doesn't matter what kind of rail it is, if it's powered, or in what direction (N/S, E/W).

The images show the same exact minecart rail in 1.13.2 and 19w11b (I forgot to press F3 the for 1.13.2 ones).
