Farmers report to composters as their work site. They seem interested in fields, but don't do anything there. They neither harvest nor plant. I have tried with and without other villagers around. With hungry other villagers. I gave 4+ stacks of carrots. I planted half the fields. All the conditions that worked in my farming tests in 19w09a do not work since 19w11a.

This is definitely true. I don't know if Shepherds, Fletchers, and Fishermen are still supposed to farm, but even the regular Farmers do NOT farm. They do report to the composters, but not only do they report to them, they climb INTO them and then are stuck there! Even if you let them out, they don't actually do their tasks...not at any time of day...not ever.
