0 fps drop and system crash on specific areas

WARNING THE BUG IS ON 1.12.2 NOT 1.13.2. For some reason there was no 1.12.2 version I could select. Please be comprehensive.

 

So yeah, I saw many reports with what seems a same 0 fps drop bug. I found the original (non duplicate report), "Client freeze when block changes transparency next to unloaded chunk". The issue was on a much older version and was marked as "resolved". Apparently it is not. So what is actually happening is that I get 0 fps when going in very specific areas of my vanilla server map. It was created on 1.11.2 then updated to 1.12 then 1.12.1 and finally 1.12.2. Those places are even affected by height! Very specific. Sometimes the fps drop gradually (-5 fps per second) and some other times it goes to 0 instantly. What happens next is a total crash. Nothing works. Except the cases when I pass that place very fast or try to move and look elsewhere before the fps reaches absolute 0. Nothing is responsive. Not even the one of the 2 OSes I tested it in (Linux).

Affected OSes :

1) Linux Mint "Tara". Java Oracle 8 installed (webupd8 ppa). Fatal crash. If the fps reaches 0 and I don't take control over the X server and use tty (Ctrl + Alt + F4) the system is 100% unresponsive. And that's very hard to happen on Linux. Disconnect from power was the only way to go.

2) Windows 8.1. In that case the client gets unresponsive and I can kill it using Task Manager.

My specs :

-) Dell Inspiron 5555 Laptop, AMD APU A10 8700P 10 cores (4C+6C) @ 1.8 GHz with integrated R6 graphics, AMD Radeon R5 M335 2GB VRAM, 8GB DDR3 SDRAM and 1 TB HDD.

No errors from the server's side! Apart from some tick skipping due to the load on the client. No mobs or many entities in that area (1-5 entities). I experienced this problem once, a couple of weeks ago and what I did to resolve it was rollback to another copy I had in which the problem didn't appear. Now the same problem appears on some other places. Rolling back is not a viable solution.

As I haven't reported any other bug, I will post any other information that might be required for debugging in short time. Thanks!

However, this issue is Invalid.

Your Minecraft version is outdated. We currently take issues for version 1.13.2 and the latest snapshot.
Please update to the latest version as it includes the newest fixes. If you still have this problem after updating, then please create a new issue.
In case of a game crash, please also attach the crashlog.

Unfortunately I can't update the map. The newly generated chunks are messed, because of the world generation changes 1.13 brought.
