Minecart Launching

In the latest snapshot: 19w11b, minecarts on powered rails placed at a diagonal will no longer launch themselves when given a redstone signal.

This may be an intended fix? not sure. I am sure that in my 1.13.2 world I can do use a diagonal rail like this to power the cart and launch it forward on it's way!
