When You put a fishing rod and lapis lazuli in an enchanting table, the three possible enchantments do not display what you will get when you move your mouse over them, and clicking on them will do nothing. To reproduce it, place an enchanting table with no bookshelves around it (I haven't tested it with more) and try to enchant a fishing rod in it.
