[MC-146279] "POI data mismatched" logged when interacting with or breaking POI blocks

The game no longer crashes when opening an unregistered point of interest (MC-145868), but the following error is logged:

POI data mismatch: never registered at ev{x=-132, y=64, z=-148}

Happened to me after upgrading from 19w14b to 1.14-pre1. I was going to the village and the game crashed with this message:

java.lang.IllegalStateException: POI data mismatch: already registered at ev{x=335, y=79, z=-417}

This is also happening to me after upgrading from 19w14b to 1.14-pre1. Issue occurs consistently, no more than a couple minutes after loading.
