Signs cannot be dyed in Survival Mode

I tried dying a sign in Survival Mode with Blue Dye. The right-click function worked, but the sign was not dyed. It works in Creative Mode, and only Creative Mode as of 19w12a.

Can be replicated by taking any dye and right-clicking any sign in Survival Mode, and viewing that the text is not dyed.
