Gamerule spectatorsGenerateChunks includes rendering

While in spectator mode, chunks only render when gamerule spectatorsGenerateChunks is set to true. F3 + A/T do not resolve this issue

I don't think this is a bug, as spectators can't generate chunks the chunks will not be rendered.

I believe this is a duplicate of MC-138053
