villagers have no professions, do not move

several times now i have spawned near a village where villagers are completely unresponsive. they do not move from their starting positions, nor do they turn their heads to look at the player. they seem to have no professions, and they cannot be interacted with in any way except by shoving them. i tried breaking and replacing workstations to see if it would force some kind of update❓ , to no effect. in most cases, the villagers remained in this state for several days -until i moved on to another seed - but one village seemed to spontaneously "snap out of it"  and begin acting normally sometime around sunset of the first day.
