[MC-146525] Spawning a villager on a flat stone freezes all blocks' and entities' activity

I was playing on the stone platform. But the issue is that if I spawn the villager, every blocks' and entities' activity is frozen. This observation might be the best way to observe when creating a super flat world using 'The Void' type.

I guess that there might be no path limit. Can you fix the bug to limit villagers from generating pathways?

Did you place any blocks that villagers work at? (ex. cartography table, lectern, smithing table, etc)

I know about how to make villagers get their new career. By the way, if I spawn a 'jobless' villager, it caused my world to freeze. Is there a way to stop 'jobless' villagers freezing my world?
