Taiga Village houses and mobs do not generate above floor-level.

I created a new seed, [1455431515107145354], and loaded the world.
I found a village about 50 blocks away from spawn and went to it.
I found no villagers or forced-spawn mobs and no fisherman house. I know others did not generate too, but one issue at a time.
