Beacons wont work in latest snapshots

In our snapshot server we had a beacon working fine. Since the latest snapshot we wanted to switch boosts. The buttons in the UI are clickable but they do not work. In the 19w11b it worked fine. Now since we tried to rebuild it, it became useless since we can not choose a new buff
