mob spawner not working as expected

I set up a mob grinder using a skeleton mob spawner naturally generated by vanila minecraft.

It was working perfectly until 19w13a. In this snapshot, mobs from the spawner have lost the ability to spawn in air and will only spawn on opaque blocks.
