/give with a command block with ench data gives item with no enchantments

Whenever I use the command "give HeroDrakeor minecraft:crossbow{ench:[{id:"minecraft:quick_charge",lvl:4},{id:"minecraft:multishot",lvl:1}]}", I get a regular crossbow.
