Cannot eat Carrots while looking at block

When a player looks at a block and is holding a carrot, they cannot eat the carrot even though the block is not farmland or usable. All other foods work. Happens with both Left and Right hands.

Repetition Steps:

Hold carrot in hand
Look at a block
Right click (no eating motion happens)

If not looking at a block:

Hold carrot in hand
Right click (eating happens)
